How would you feel about a monthly fixed location and a supplementing floating location? The fixed location is The Den of Crime, sort of like Rick's Café in Casablanca; the floating one is... not. The problem with finding a good floating location is that it has to be good LARPing er... ARTing grounds, and not chalk-full of contemporary items, like 2010 Olympics signs.
I'm thinking of running two a month. The fixed location would be once a month and would be the primary event, the floating would also be one a month and would be more of an optional in-story get-together, something with much less set-up; more of a 'meet down on the docks' sort of thing. This raises the problem of why everyone is showing up there though. The Den of Crime is good because it's the closest thing to neutral and safe; a place of business. To have the noir feeling, there should be some instory shenanigans, preferably live. It could be the case that not everyone can come, but then how do I do this if I'm turning a profit and keeping fees simple? I could charge everyone the same amount and make sure that there's at least one intersession they can attend per three months, or I could let the players er... actors/members of non-welcome characters play side characters. Or I could charge seperately. Or I could do them for free.
Probably some combination of these things: if you say you're interested, we'll try to slot your character into at least every other intersession, but if we can't, we'll have someone else you can play. If you come to an interseison, there's a fee, but it's a smaller one, since we aren't renting the space.

We had no problem justifying our get togethers in the only LARP I prefer to remember: we were all allies and we had a purpouse.
